The City Secretary’s Office promotes open and responsive government through proper recording preservation of the city’s legislative history and official documents; providing responsive customer service to our diverse customer base; and conducting fair and impartial city elections.

The City Secretary reports directly to City Council and assists the City Manager. The city secretary’s position is responsible for the financial matter of the city and ensures that the accounting, utility billing, collection department, municipal court, and customer service is operating effectively and efficiently. Mrs. Janway prepares the agendas, packets and records minutes for the City Council, is responsible for city records, including notices of resolutions and ordinances, attest all city documents, conducting city elections, maintaining all contracts, deeds, and other official documents, maintaining the official seal and attest all official documents, and administering the personnel policy and insurance programs.

Victoria Janway has lived in Pittsburg for over 20 years and is a graduate of Pittsburg High School. Ms. Janway joined the City of Pittsburg in December 2014 as the Water Billing Clerk and was promoted to City Secretary in June 2015.
